It seems to happen most frequently when I am in a program like Excel, Outlook or Word. Frequently, if I am in another program, like Control Panel, it will force quit me out of that program. Unfortunately, your fix did not work, even after I restarted my computer.
Clearly this is an issue common to many people, so I'd like to think Microsoft would make a more concerted effort say, a Windows Update to solve this issue, rather than leaving it to threads here with patchwork responses.
Unless I can get rid of this problematic "twitch" in my operating system, I will have to revert back to the old Windows operating system I think it was Windows 7 before the month runs out. It's almost impossible to get work done with this constant pausing and refreshing of the task bar. I have a Dell Inspiron that is about years old, by the way; whereas, my Surface 3 has had no problems with the Windows 10 update, so my guess is that the update has problems when applied to older laptops.
